The Framework
OSHCTOPIA is built on two foundations: five characters who embody the NQS Quality Areas, and five zones that give children a shared language for everything they do in OSHC.
The Five Characters
Each character maps to one or more NQS Quality Areas and MTOP Learning Outcomes. When children talk about Finn, Milo, Lenny, Dash, and Rex, they are talking about leadership, wellbeing, resilience, inclusion, and problem solving — without knowing it.
The Five Zones
The five zones of OSHCTOPIA give your physical and programmatic environment a shared identity. Each zone has a purpose, a character connection, and a direct link to the NQS.
Classroom Resources
Every OSHCTOPIA pack includes a set of ready-to-print classroom resources. These are designed to be displayed around the room, used in daily routines, and referenced by educators in the moment.
Safety isn’t a policy pinned to a wall — it’s a culture children understand and own. The Plan & Protect Hub is a full A2 display poster that weaves NQS Quality Area 2 compliance directly into the OSHCTOPIA framework.
It covers emergency procedures, health & medical protocols, zone-by-zone safety expectations, parent voice tools, and a built-in 1-page risk assessment template — all in one print-ready resource your whole service can read, reference, and live by.

Family voice is one of the most powerful levers for reaching Exceeding under NQS. The Parent Feedback Area poster gives your service five ready-to-use, low-effort methods that make it easy for parents to share — and easy for you to show assessors you’re listening.
No surveys. No forms. Just creative, visible, child-friendly tools that fit naturally into your OSHCTOPIA environment.
NQS Alignment
OSHCTOPIA maps directly to all 7 NQS Quality Areas and all 5 MTOP V2.0 Learning Outcomes. The framework does not add to your compliance load — it makes your existing compliance visible, meaningful, and assessor-ready.
