The Framework

A city. A culture. A complete system.

OSHCTOPIA is built on two foundations: five characters who embody the NQS Quality Areas, and five zones that give children a shared language for everything they do in OSHC.

The Five Characters

Every child has a character. Every character has a Quality Area.

Each character maps to one or more NQS Quality Areas and MTOP Learning Outcomes. When children talk about Finn, Milo, Lenny, Dash, and Rex, they are talking about leadership, wellbeing, resilience, inclusion, and problem solving — without knowing it.

It covers emergency procedures, health & medical protocols, zone-by-zone safety expectations, parent voice tools, and a built-in 1-page risk assessment template — all in one print-ready resource your whole service can read, reference, and live by.

NQS Alignment

Every Quality Area. Every Learning Outcome.

OSHCTOPIA maps directly to all 7 NQS Quality Areas and all 5 MTOP V2.0 Learning Outcomes. The framework does not add to your compliance load — it makes your existing compliance visible, meaningful, and assessor-ready.

⚠️
2026 NQS Update: From 1 January 2026, child safety is now explicitly embedded in QA2 (Children’s Health & Safety) and QA7 (Governance & Leadership). OSHCTOPIA’s Plan & Protect Hub and documentation system are designed to evidence both updated standards.
